Victoria E. Díaz, Partner
Victoria E. Díaz is an economist, policy analyst and post-secondary education expert with approximately twenty years of professional experience.
Prior to establishing DPM, she was Director of Institutional Research and Planning at the University of Ottawa, was employed as senior economist by the Ontario government and the Ontario SuperBuild Corporation, and consulted with a environment-focused consulting firm associated with the University of Costa Rica.
This wide range of experience spans a broad and diverse number of fields, including post-secondary education, health, science and technology, infrastructure and natural resources. Having been trained in both qualitative (PhD, Public Administration, University of Ottawa) and quantitative methods (MA, Economics, McGill University) she is fond of eclectic and versatile approaches to research and
as well as enjoying the quiet pace of the Ottawa-Gatineau region and its biking and hiking trails. Victoria is fluent in English, French and Spanish.
CELINE PINSENT, PARTNER
Celine Pinsent has worked as a professional evaluator and applied researcher for the past 20 years.
Before establishing DPM, she was President and sole proprietor of Pinrae Research Associates, and a partner with Goss Gilroy Inc. She has managed some of the most extensive program evaluation projects undertaken by the federal government for large, multi-departmental horizontal initiatives. Yet, she gets just as excited designing and implementing small impact assessments of experimental pilot projects, or working closely with units to develop useful logic models and stellar performance indicators.
Celine is trained at the doctoral level as a behavioural scientist with expertise in applied statistics, measurement, psychometric instrument design, and methodology development (PhD, Clinical Psychology, University of Ottawa).
While currently located in Ottawa, she is an Island girl at heart having been raised on a small farm on Prince Edward Island where she is lucky enough to go back every summer to eat lobster and walk in the surf along the red sandy shore. Her mother tongue is English and she speaks French with professional working proficiency.
PIERRE MERCIER, PARTNER
Pierre Mercier is an expert in behavioural research design and statistical analysis (PhD, Psychology, McGill).
He is the author or co-author of numerous peer reviewed publications and scientific communications. Prior to establishing DPM Research, he worked at the University of Ottawa where he successively held the positions of professor of Psychology, Director of the School of Psychology and Associate Dean of the Faculty of Social Sciences, and Associate Vice-President (AVP) for Institutional Research and Planning. During his mandate as AVP, he also chaired the data exchange network of the U15 Group of Canadian Research Universities as well as the Accountability Committee of the Ontario Council of University Planning and Analysis. In this role, he has overseen the production of major data projects covering areas of surveys, descriptive and inferential statistics, finance, bibliometrics, topics of student success, revenue generation and allocation, and institutional performance.
Fluent in French and English, with elementary proficiency in Spanish, he can be found on his motorcycle in various countries between projects.
